A dissonância da Biblioteca Pública Estadual Desembargador Cromwell de Carvalho em Teresina/PI na promoção dos princípios do Manifesto IFLA/UNESCO

Abstract

Public libraries, according to the IFLA/UNESCO Manifesto, are essential institutions for promoting inclusion, equity and universal access to information. The manifesto establishes fundamental guidelines that reinforce the role of these libraries as agents of cultural and social development, defending principles such as freedom of access to information, political and ideological neutrality, and the guarantee of accessible and inclusive services for all people, regardless of background. race, social class, gender or political orientation. This study aims to assess the degree of adherence of the Justice Cromwell de Carvalho State Public Library to the guidelines of the 2022 IFLA/UNESCO manifesto, analyzing the dissonances between the library's practice and the principles established in said manifesto. The research investigates whether the library complies with the principles of ensuring equitable access to information, regardless of social class, race or political orientation, as advocated by the IFLA/UNESCO manifesto. The specific objectives include: investigating the guidelines and principles of the IFLA/UNESCO manifesto on public libraries; identifying the challenges faced by the Justice Cromwell de Carvalho State Public Library in implementing the manifesto, seeking to understand the possible dissonances between theory and practice; and assessing how the library applies the guidelines of the IFLA/UNESCO manifesto in its services and daily practices, focusing on possible limitations or obstacles to user access. The methodology adopted is qualitative and descriptive, with data collection through a questionnaire applied to two employees of the institution. The results indicate that, although the Justice Cromwell de Carvalho State Public Library offers services aligned with its mission, it faces challenges that generate dissonance in relation to the manifesto. Therefore, the work proposes suggestions to improve the library's services, with the aim of collaborating with other public libraries that face similar challenges, contributing to the strengthening of these institutions as agents of social inclusion, promotion of reading and democratization of information in their communities.
